Niemerg Announces $20 Million in “Security Grants”: App. Deadline July 1, 2025

State Rep. Adam Niemerg announced today that the Illinois Emergency Management Agency and the Illinois Homeland Security Advisory Council (IEMA-OHS) are conducting a second round of funding for the Illinois Not-for-Profit Security Grant Program (NSGP-IL). $20 million in funding will help organizations at risk of terrorist attack implement enhanced safety measures.

“We have seen religious facilities and community service groups like pregnancy care centers attacked and these non-profit groups have had to increase their security measures,” commented Niemerg. “I encourage non-profit organizations to consider applying for these grants to help protect volunteers and workers as well as those who may be utilizing the services of these important facilities.”

Grant Purpose
The NSGP-IL program offers up to $150,000 in grants for security enhancements to eligible not-for-profit
organizations in Illinois that are considered high-risk for threats, attacks, or acts of terrorism due to their
profile, ideology, mission, or beliefs.

Eligibility Requirements
To qualify for the grant, applicants must:

  • Be a 501(c)(3) organization located in Illinois
  • Demonstrate a high-risk designation based on threats or attacks
  • Provide evidence of prior or current security concerns
  • Submit a vulnerability assessment conducted by security professionals
  • Own or have a long-term lease commitment for the property where the project will take place
  • Under the Illinois Emergency Management Agency Act (20 ILCS 3305/17.8), medical and mental
    health service providers are not eligible to receive grants through the NSGP-IL program

  • Grant Award
  • Up to $150,000 for one site
  • Up to $450,000 for multiple sites (maximum of 3 applications per organization)
  • 3-year performance period (36 months)
  • Complete applications must be submitted no later than: July 1, 2025, 5:00 p.m.

  • Use of Funds
    Grants can be used for:
  • Target-hardening activities (e.g., security equipment)
  • Security training (e.g., active shooter and evacuation training)
  • Contract security personnel (equipment restrictions may apply)

    Application Requirements
  • Each site requires a separate application
  • Vulnerability and risk assessments must be included for each site
  • Project(s) must be completed within the 3-year performance period
  • Leased properties must have a lease agreement that extends at least 5-years
  • Grant(s) will cover only physical addresses (P.O. Boxes are not allowed)

  • Total maximum grant amount per applicant is $450,000 (up to 3 sites, 1 site per application)
  • NSGP-IL funds cannot be used for previously funded projects or other ongoing federal/state grants
  • Project(s) must be completed within the 3-year performance period
  • Eligible projects shall not duplicate, in part or in whole, a project included under any
    awarded federal grant or in a pending federal grant application
